Strategic direction is not operational. The City has stated priorities but no documented, measurable strategic objective that governs resource allocation consistently across departments.

Authority is divided in ways that produce systematic stalemate. No single authority can move a decision from policy to action without crossing multiple veto points. Charter Reform Commission corroborated this in April 2026.

Execution alignment is structurally broken. Three consecutive fiscal years of documented homelessness underspend: $513M (FY2024), $473M (FY2025), and a year prior confirmed by Councilwoman Nithya Raman. Not a funding problem.

One in six city jobs is unfilled. A 17% citywide vacancy rate, exceeding 25% in some departments. The hiring process itself takes six months or more.
